Start with the intended outcome

Define the change before planning the activity. Attendance is evidence of reach; it is not automatically evidence of impact.

Connect each outcome to its originating partner, activity, event, campaign, or referral whenever possible.

Use cost, conversion, reach, and relationship data together. High participation with weak follow-up may need operational improvement rather than more spending.
