Owner: Community engagement lead. Timeline: 90 days. Review activity weekly, unresolved commitments every two weeks, and outcomes at the end of the period.

Measures of progress
Participation, follow-up completion, partner referrals, and outcomes. Separate reach from meaningful participation and track which relationships and activities contribute to an outcome.

First three actions
1. Confirm the audience, decision, and promise being made.
2. Create one shared record for contacts, interactions, commitments, and follow-up.
3. Schedule a midpoint review and a close-the-loop update for participants.
